Mr. Krabs is to blame for this, since he's the one who told SpongeBob to not only watch Squidward’s diaper, but also to have him change Squidward in the kitchen where the food's prepared, which is a health hazard. Squidward's incontinent condition was also Mr. Krabs’ fault, because he cares more about the customers begging to spend their money than one of his senior employees having a medical condition that can and has destroyed lives before.

Squidward was turned back to normal, thankfully because of the ice that soothed his enlarged head. And some people might find this scene funny because Squidward's completely embarrassed when he found out he's wearing a diaper, and he doesn't want to know the reason as to why.
