The Bikini Bottom Police Force are an ULTRA-infamous group from SpongeBob SquarePants.

Why They (Intentionally?) Need To Be Arrested

They are without a doubt biased for believing the innocent has littered and they are hypocritically blind to the fact that they cannot tell the difference between wearing a bikini and being naked in the episode "Someone's in the Kitchen with Sandy". In episodes like "Keep Bikini Bottom Beautiful", Squidward is always getting his community service sentence extended when he is not the one who littered! Thank God for Squilliam getting sentenced after his statue melted due to the horrible smell. The only time they have made an impulsive arrest where it was actually funny for a bit was in "Patrick-Man!". Patrick, being the dumb character that he is, misunderstood Mrs. Puff's intentions and misinformed the guards that Mrs. Puff was a "Boat Theif". Even so, it is still another unjust action from the Police. Another example is in the season 3 episode "Party Pooper Pants" when they arrest SpongeBob for not inviting them to his party. Most cartoon police are like this, but these guys are too idiotic.

In Seasons 1-5 they were more competent as cops.

They are also smug as heck.
